Bills Passed in Congress: April

The following are the bills the House and Senate passed in April, 2010. The bills were passed by voice vote except where indicated. Roll call votes for the House are found here, and for the Senate here. The descriptions of bills are essentially taken verbatim from the Congressional Record Daily Digest.

TRICARE Affirmation Act: Committee on Finance was discharged from further consideration of H.R. 4887, to amend the Internal Revenue Code of 1986 to ensure that health coverage provided by the Department of Defense is treated as minimal essential coverage, and the bill was then passed, clearing the measure for the President. 3 pages

Continuing Extension Act: By 59 yeas to 38 nays (Vote No. 117), Senate passed H.R. 4851, to provide a temporary extension of certain programs, as amended, 12 pages

Major Charles Robert Soltes, Jr., O.D. Department of Veterans Affairs Blind Rehabilitation Center: Committee on Veterans’ Affairs was discharged from further consideration of H.R. 4360, to designate the Department of Veterans Affairs blind rehabilitation center in Long Beach, California, as the “Major Charles Robert Soltes, Jr., O.D. Department of Veterans Affairs Blind Rehabilitation Center”, and the bill was then passed, clearing the measure for the President. 2 pages

Daniel Pearl Freedom of the Press Act:  Committee on Foreign Relations was discharged from further consideration of H.R. 3714, to amend the Foreign Assistance Act of 1961 to include in the Annual Country Reports on Human Rights Practices information about freedom of the press in foreign countries, and the bill was then passed, clearing the measure for the President. 5 pages

Haiti Debt Relief and Earthquake Recovery Act of 2010:  Agreed to the Senate amendments to H.R. 4573, to urge the Secretary of the Treasury to instruct the United States Executive Directors at the International Monetary Fund, the World Bank, the Inter-American Development Bank, and other multilateral development institutions to use the voice, vote, and influence of the United States to cancel immediately and completely Haiti’s debts to such institutions; 6 pages

Eliminate Privacy Notice Confusion Act: H.R. 3506, amended, to amend the Gramm-Leach-Bliley Act to provide an exception from the continuing requirement for annual privacy notices for financial institutions which do not share personal information with affiliates;4 pages

Indian Veterans Housing Opportunity Act: H.R. 3553, to exclude from consideration as income under the Native American Housing Assistance and Self-Determination Act of 1996 amounts received by a family from the Department of Veterans Affairs for service-related disabilities of a member of the family; 4 pages
