Bills passed in Congress, October 2013

The following are the bills the House and Senate passed in October. The bills were passed by voice vote except where indicated. Roll call votes for the House are found here, and for the Senate here. The descriptions of bills are essentially taken verbatim from the Congressional Record Daily Digest (Index).

SENATE 9 bills, 480 pages

U.S. Government Employees in Iraq: Senate passed H.R. 3233, to extend the period during which Iraqis who were employed by the United States Government in Iraq may be granted special immigrant status and to temporarily increase the fee or surcharge for processing machine-readable nonimmigrant visas. 4 pages

Small Airplane Revitalization Act: Committee on Commerce, Science, and Transportation was discharged from further consideration of H.R. 1848, to ensure that the Federal Aviation Administration advances the safety of small airplanes, and the continued development of the general aviation industry, and the bill was then passed, 8 pages

Sleep Disorder Rules for Commercial Drivers: Senate passed H.R. 3095, to ensure that any new or revised requirement providing for the screening, testing, or treatment of individuals operating commercial motor vehicles for sleep disorders is adopted pursuant to a rulemaking proceeding. 2 pages

Security Clearance Oversight and Reform Enhancement Act: Senate passed S. 1276, to increase oversight of the Revolving Fund of the Office of Personnel Management, after agreeing to the committee amendment in the nature of a substitute, 4 pages

Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico: Committee on Energy and Natural Resources was discharged from further consideration of S. 812, to authorize the Secretary of the Interior to take actions to implement the Agreement between the United States of America and the United Mexican States Concerning Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico, and the bill was then passed. 4 pages

Continuing Appropriations Act: By 81 yeas to 18 nays (Vote No. 219), Senate passed H.R. 2775, making continuing appropriations for the fiscal year ending September 30 2014, 36 pages  

Veterans' Compensation Cost-of-Living Adjustment Act: Senate passed S. 893, to provide for an increase, effective December 1, 2013, in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans. 6 pages

CHIMP Act Amendments: Senate passed S. 1561, to amend the Public Health Service Act to improve provisions relating to the sanctuary system for surplus chimpanzees, after agreeing to the committee amendment in the nature of a substitute. 4 pages
   
United States Parole Commission Extension Act: Senate passed H.R. 3190, to provide for the continued performance of the functions of the United States Parole Commission. 6 pages

Water Resources Development Act: Senate passed H.R. 3080, to provide for improvements to the rivers and harbors of the United States, to provide for the conservation and development of water and related resources, 400 pages

School Access to Emergency Epinephrine Act: Senate passed H.R. 2094, to amend the Public Health Service Act to increase the preference given, in awarding certain asthma-related grants, to certain States (those allowing trained school personnel to administer epinephrine and meeting other related requirements). 4 pages

C.W. Bill Young Department of Veterans Affairs Medical Center: Committee on Veterans' Affairs was discharged from further
consideration of H.R. 3302, to name the Department of Veterans Affairs medical center in Bay Pines, Florida, as the “C.W. Bill Young Department of Veterans Affairs Medical Center'', and the bill was then passed. 4 pages

Authorizing and requesting the President to award the Medal of Honor to Bennie G. Adkins and Donald P. Sloat of the United States Army for acts of valor during the Vietnam Conflict: H.R. 3304, to authorize and request the President to award the Medal of Honor to Bennie G. Adkins and Donald P. Swaps Regulatory Improvement Act: The House passed H.R. 992, to amend provisions in section 716 of the Dodd-Frank Wall Street Reform and Consumer Protection Act relating to Federal assistance for swaps entities, by a recorded vote of 292 ayes to 122 noes, Roll No. 569. 6 pages
