Bills passed in Congress, April 2015

The following are the bills the House and Senate passed last month. The bills were passed by voice vote except where indicated. Roll call votes for the House are found here, and for theSenate here. The descriptions of bills are essentially taken verbatim from the Congressional Record Daily Digest (Index).

Medicare Access and CHIP Reauthorization Act: By 92 yeas to 8 nays (Vote No. 144), Senate passed H.R. 2, to amend title XVIII of the Social Security Act to repeal the Medicare sustainable growth rate and strengthen Medicare access by improving physician payments and making other improvements, to reauthorize the Children's Health Insurance Program 262 pages

Medicare Independence at Home Medical Practice Demonstration Improvement Act: Committee on Finance was discharged from further consideration of S. 971, to amend title XVIII of the Social Security Act to provide for an increase in the limit on the length of an agreement under the Medicare independence at home medical practice demonstration program, and the bill was then passed, 4 pages

Steve Gleason Act: Senate passed S. 984, to amend title XVIII of the Social Security Act to provide Medicare beneficiary access to eye tracking accessories for speech generating devices and to remove the rental cap for durable medical equipment under the Medicare Program with respect to speech generating devices. 4 pages

Justice for Victims of Trafficking Act: By a unanimous vote of 99 yeas (Vote No. 163), Senate passed S. 178, to provide justice for the victims of trafficking, after agreeing to the committee amendment in the nature of a substitute, 106 pages

Motor Vehicle Safety Whistleblower Act: Senate passed S. 304, to improve motor vehicle safety by encouraging the sharing of certain information, after agreeing to the committee amendment in the nature of a substitute. 12 pages

Rafael Ramos and Wenjian Liu National Blue Alert Act: Senate passed S. 665, to encourage, enhance, and integrate Blue Alert plans throughout the United States in order to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty, is missing in connection with the officer's official duties, or an imminent and credible threat that an individual intends to cause the serious injury or death of a law enforcement officer is received. 14 pages

Preserving Access to Manufactured Housing Act of 2015: The House passed H.R. 650, to amend the Truth in Lending Act to modify the definitions of a mortgage originator and a high-cost mortgage, by a yea-and-nay vote of 263 yeas to 162 nays, Roll No. 151. 6 pages 

Mortgage Choice Act of 2015: The House passed H.R. 685, to amend the Truth in Lending Act to improve upon the definitions provided for points and fees in connection with a mortgage transaction, by a yea-and-nay vote of 286 yeas to 140 nays, Roll No. 152. 6 pages

Taxpayer Bill of Rights Act of 2015: H.R. 1058, amended, to amend the Internal Revenue Code of 1986 to clarify that a duty of the Commissioner of Internal Revenue is to ensure that Internal Revenue Service employees are familiar with and act in accord with certain taxpayer rights; 4 pages

IRS Email Transparency Act: H.R. 1152, amended, to prohibit officers and employees of the Internal Revenue Service from using personal email accounts to conduct official business; 4 pages

Taxpayer Knowledge of IRS Investigations Act: H.R. 1026, amended, to amend the Internal Revenue Code of 1986 to permit the release of information regarding the status of certain investigations; 4 pages

Ensuring Tax Exempt Organizations the Right to Appeal Act: H.R. 1314, amended, to amend the Internal Revenue Code of 1986 to provide for a right to an administrative appeal relating to adverse determinations of tax-exempt status of certain organizations; 4 pages

IRS Bureaucracy Reduction and Judicial Review Act: H.R. 1295, amended, to amend the Internal Revenue Code of 1986 to improve the process for making determinations with respect to whether organizations are exempt from taxation under section 501(c)(4) of such Code; 8 pages

Prevent Targeting at the IRS Act: H.R. 709, amended, to provide for the termination of employment of employees of the Internal Revenue Service who take certain official actions for political purposes; 4 pages

Fair Treatment for All Gifts Act: H.R. 1104, amended, to amend the Internal Revenue Code of 1986 to provide a deduction from the gift tax for gifts made to certain exempt organizations; 4 pages

Contracting and Tax Accountability Act of 2015: H.R. 1562, to prohibit the awarding of a contract or grant in excess of the simplified acquisition threshold unless the prospective contractor or grantee certifies in writing to the agency awarding the contract or grant that the contractor or grantee has no seriously delinquent tax debts, by a 2/3 yea-and-nay vote of 424 yeas with none voting “nay'', Roll No. 156. 10 pages
