Bills Passed in Congress: February

The following are the bills the House and Senate passed in February. The bills were passed by voice vote except where indicated. Roll call votes for the House are found here, and for the Senate here. The descriptions of bills are essentially taken verbatim from the Congressional Record Daily Digest.

Small Business Penalty Fairness Act:  Committee on Finance was discharged from further consideration of S. 2917, to amend the Internal Revenue Code of 1986 to modify the penalty for failure to disclose certain reportable transactions and the penalty for submitting a bad check to the Internal Revenue Service, to modify certain rules relating to Federal vendors, and the bill was then passed. 8 pages

Social Security Disability Applicant’s Access to Professional Representation Act: Senate passed H.R. 4532, to provide for permanent extension of the attorney fee withholding procedures under title II of the Social Security Act to title XVI of such Act, and to provide for permanent extension of such procedures under titles II and XVI of such Act to qualified non-attorney representatives, clearing the measure for the President. 6 pages

Truth in Caller ID Act: Senate passed S. 30, to amend the Communications Act of 1934 to prohibit manipulation of caller identification information, 11 pages

Medicare Physician Payment Reform Act: Senate passed H.R. 3961, to extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform and Terrorism Prevention Act of 2004 until February 28, 2011, 4 pages

United States Capitol Police Administrative Technical Corrections Act: By 78 yeas to 18 nays (Vote No. 28), Senate agreed to the motion to concur in the amendment of the House to the amendment of the Senate to H.R. 1299, to make technical corrections to the laws affecting certain administrative authorities of the United States Capitol Police, 22 pages

Health Insurance Industry Fair Competition Act: The House passed H.R. 4626, to restore the application of the Federal antitrust laws to the business of health insurance to protect competition and consumers, by a yea-and-nay vote of 406 yeas to 19 nays, Roll No. 64. 4 pages

Medicare Physician Payment Reform Act: The House concurred in the Senate amendments to H.R. 3961, to amend title XVIII of the Social Security Act to reform the Medicare SGR payment system for physicians and to reinstitute and update the Pay-As-You-Go requirement of budget neutrality on new tax and mandatory spending legislation, enforced by the threat of annual, automatic sequestration, by a yea-and-nay vote of 315 yeas to 97 nays, Roll No. 67. 4 pages

Temporary Extension Act of 2010: H.R. 4691, to provide a temporary extension of certain programs. 18 pages

The House passed H.R. 2701, to authorize appropriations for fiscal year 2010 for intelligence and intelligence-related activities of the United States Government, the Community Management Account, and the Central Intelligence Agency Retirement and Disability System, by a recorded vote of 235 ayes to 168 noes, Roll No. 73. 144 pages
