Bills Passed in Congress, February 2013

The following are the bills the House and Senate passed last month. The bills were passed by voice vote except where indicated. Roll call votes for the House are found here, and for the Senate here. The descriptions of bills are essentially taken verbatim from the Congressional Record Daily Digest (Index).

Security at U.S. Embassies and Diplomatic Facilities: Senate passed S. 227, to authorize the transfer of certain funds to improve security at United States embassies and other diplomatic facilities worldwide. 4 pages

Violence Against Women Act : By 78 yeas to 22 nays (Vote No. 19), Senate passed S. 47, to reauthorize the Violence Against Women Act of 1994, 288 pages

North Korea Nonproliferation and Accountability Act: Senate passed S. 298, to prevent nuclear proliferation in North Korea, after agreeing to the committee amendments. 12 pages

Pandemic and All-Hazards Preparedness Reauthorization Act: Senate passed H.R. 307, to reauthorize certain programs under the Public Health Service Act and the Federal Food, Drug, and Cosmetic Act with respect to public health security and all-hazards preparedness and response, after agreeing to the committee amendment in the nature of a substitute. 98 pages

Children's Hospital GME Support Reauthorization Act of 2013: H.R. 297, to amend the Public Health Service Act to reauthorize support for graduate medical education programs in children's hospitals, by a 2/3 yea-and-nay vote of 352 yeas to 50 nays, Roll No. 32 4 pages

National Pediatric Research Network Act of 2013: H.R. 225, to amend title IV of the Public Health Service Act to provide for a National Pediatric Research Network, including with respect to pediatric rare diseases or conditions, by a 2/3 yea-and-nay vote of 375 yeas to 27 nays, Roll No. 31.10 pages

Require a PLAN Act: The House passed H.R. 444, to require that, if the President's fiscal year 2014 budget does not achieve balance in a fiscal year covered by such budget, the President shall submit a supplemental unified budget by April 1, 2013, which identifies a fiscal year in which balance is achieved, by a recorded vote of 253 ayes to 167 noes, Roll No. 38. 6 pages

Collinsville Renewable Energy Promotion Act: H.R. 316, to reinstate and transfer certain hydroelectric licenses and extend the deadline for commencement of construction of certain hydroelectric projects; 6 pages

Veteran Emergency Medical Technician Support Act of 2013: H.R. 235, to amend the Public Health Service Act to provide grants to States to streamline State requirements and procedures for veterans with military emergency medical training to become civilian emergency medical technicians. 6 pages

Federal Disaster Assistance Nonprofit Fairness Act of 2013: H.R. 592, to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to clarify that houses of worship are eligible for certain disaster relief and emergency assistance on terms equal to other eligible private nonprofit facilities, by a 2/3 yea-and-nay vote of 354 yeas to 72 nays, Roll No. 39. 6 pages

Hydropower Regulatory Efficiency Act of 2013: H.R. 267, to improve hydropower, by a 2/3 yea-and-nay vote of 422 yeas with none voting “nay'', Roll No. 40. 12 pages

Eliminating the 2013 statutory pay adjustment for Federal employees: The House passed H.R. 273, to eliminate the 2013 statutory pay adjustment for Federal employees, by a yea-and-nay vote of 261 yeas to 154 nays, Roll No. 44. 4 pages

Neil A. Armstrong Flight Research Center Designation Act: H.R. 667, to redesignate the Dryden Flight Research Center as the Neil A. Armstrong Flight Research Center and the Western Aeronautical Test Range as the Hugh L. Dryden Aeronautical Test Range, by a 2/3 yea-and-nay vote of 394 yeas with none voting “nay'' and 1 answering “present'', Roll No. 47. 4 pages

Violence Against Women Reauthorization Act of 2013: The House passed S. 47, to reauthorize the Violence Against Women Act of 1994, by a recorded vote of 286 ayes to 138 noes, Roll No. 55. 288 pages
