Incarceration rates are declining, but not fast enough. The U.S. still looks like a totalitarian state, when measured by the number of people it imprisons. At the current rate, it will still take 75 years to cut the prison population in half.
This makes no sense. Violent crime has been shrinking for decades. And we know that people are less prone to violence as they age. Yet the termination of measures like parole and compassionate release means that senior citizens make up a growing part of the prison population.
